MEDICAID SERVICE COORDINATION MEDICAID SERVICE COORDINATION (MSC) is a Medicaid State Plan service provided by OMRDD which assists persons with developmental disabilities and mental retardation in gaining access to necessary services and supports appropriate to the needs of the individual. MSC is provided by qualified service coordinators and uses a person centered planning process in developing implementing and maintaining an individualized service plan (ISP). MSC promotes the concepts of choice, individualized services and supports and consumer satisfaction. |
Bright Beginnings Early Learning Center provides individualized, developmentally appropriate services to children from birth to five years of age in order to maximize each childs potential. Services may be delivered in family or caregivers homes, JRC operated sites, or other preferred community settings.
Our early childhood programs promote speech and language development, physical and emotional growth, pre-kindergarten readiness skills, self-help abilities, and positive social interactions. All of this is accomplished in partnership with families in a nurturing, supportive manner. The Bright Beginnings Early Learning Center is an approved evaluation site, responding to referrals from both Jefferson, and Lewis Counties. If you choose to initiate a referral to either the Early Intervention or Preschool programs and your child is determined to be eligible, he/she may qualify, free of charge, for speech therapy, occupational therapy, physical therapy, family support, and/or a variety of special education services. to actively participate in their childs education through ongoing communication with
therapists and teachers, involvement in support group meetings, and visitation in
childrens classrooms. Parents who wish to participate in staff
interviews and selection process may do so by contacting the coordinator of
preschool services. The preschool is an integrated program, welcoming typically developing children at a competitive tuition rate. Supervised before and after school care is also available to working parents. Each of our (4) classroom programs, which are limited to a maximum of 17 students, includes a special education teacher, an early childhood education teacher, and at least one teacher assistant. At present the New York State Education Department has authorized the JRC to provide the following special education staffing ratios:
12:1:1: 12 special needs
students + 1 special education teacher + 1 teacher aide + 1 early
childhood education teacher + 5 typically developing children.
6:1:1: 6 special needs students + 1 special education teacher + 1 teacher aide + 1 early childhood education teacher + 11 typically developing children. 8:1:1: 8 special needs students + 1 special education teacher + 1 teacher aide + 1 early childhood education teacher + 9 typically developing children. 12:1(3:1): 12 special needs students + 1 special education teacher + 1 additional teacher aide for every 3 special needs students enrolled + 1 early childhood education teacher + 5 typically developing children.
